ASRC Federal Holding Company is the government services subsidiary of Arctic Slope Regional Corporation, an Alaska Native Corporation owned by approximately 13,000 Iñupiat shareholders.

    ​​​​​Mark Gray is president and chief executive officer of ASRC Federal. Gray leads a family of companies with employees dispersed across 40 locations. Since joining the company in 2014, Gray has driven the corporate strategy to include notable organic growth as well as the successful integration of two acquisitions, helping to expand the company’s capabilities and customer base. He is committed to delivering exceptional services and driving business growth. 

    Prior to joining ASRC Federal, Gray was vice president and general manager for URS Corporation’s System Engineering and Information Solutions Group, which had annual sales approaching $650 million and approximately 3,000 employees. He was responsible for growth and operations of DOD and federal civilian programs, and focused on providing integrated technical services and information technology solutions.

    Gray was previously INDUS Corporation’s chief operating officer and had responsibility for oversight of operational business units, corporate and strategic planning, business development and merger and acquisition activities. He has also worked at Anteon Corporation as a senior vice president responsible for operations, business development and strategic planning, and at the Naval Air Systems Command, where he served in a variety of program management and systems and test engineering positions for major weapon system development projects.

    He holds a bachelor’s in aerospace engineering from the University of Notre Dame, a master’s in aviation systems with distinction from the University of Tennessee, and an MBA with distinction from Georgetown University. He is a graduate of the U. S. Naval Test Pilot School with distinction, the Advanced Program Management Course at the Defense Systems Management College, and is a member of the Beta Gamma Sigma Business School Honor Society.

    Gray currently serves on the Executive Leadership Team for the American Heart Association’s Greater Washington Heart Walk, Professional Services Council Board of Directors, and supports numerous community organizations.

    Jennifer Felix is ASRC Federal executive vice president and chief operating officer. As the COO, Felix is responsible for leading all operational execution and driving growth.

    Felix brings more than 25 years government contracting and technology industry experience in finance, business operations, change management, M&A due diligence and integration and business strategy. 

    Prior to joining ASRC Federal, Felix served in a number of executive roles - including CFO of Vencore - where she led a complex strategic sale and merger process resulting in the creation of a new $4B public company and being named CFO of the year by the Northern Virginia Technology Council. She has also served as EVP and CFO at Sotera Defense Solutions where she made significant operational and organizational improvements to better support the needs of customers and key stakeholders. 

    Most recently, Felix served as SVP at SAIC where she led significant organizational and process changes as part of an integration of a $2B acquisition and the development of an updated strategic plan. Additionally, she has held senior leadership roles at General Dynamics, Vangent, American Management Systems, and spent the first eight years of her career with Deloitte & Touche, leading both auditing and consulting services for clients.  

    Felix holds a bachelor’s degree in accounting from the University of Maryland, College Park, is a Certified Public Accountant and serves on the March of Dimes Greater Washington Chapter Board of Directors.

    Greg Resutek is ASRC Federal executive vice president and chief financial officer. As the CFO, Resutek’s responsibilities include financial planning and reporting, corporate accounting and compliance, cash delivery, program control and pricing strategy. 

    Resutek is a certified public accountant with over 32 years’ experience in finance and business operations. Prior to joining ASRC Federal, he was vice president of business operations for URS Corporations $2.8 billion Federal Systems Division.  There he was responsible for business operations, strategic pricing and financial planning. Resutek previously spent 17 years with Motorola’s Federal Government Division as both a sales manager and an operations controller for a $750 million business unit.

    Resutek has a bachelor’s in finance from the University of Maryland and an MBA from the George Washington University. An avid supporter of community organizations, he serves as Chairman for Special Olympics Maryland.

    Michelle Howell, Senior Vice President, Human Resources

    Michelle Howell is ASRC Federal executive vice president, chief human resources officer. Howell is responsible for all aspects of ASRC Federal’s human resources programs, including recruiting, labor and employee relations, talent management and succession planning.

    Howell brings over 20 years’ experience in human resources in areas such as employment relations, succession planning, employee development, and compensation and benefits. Prior to joining ASRC Federal, she held multiple positions with BAE Systems, most recently serving as senior director, human resources, where she supported a business unit with over $1 billion in revenue, 40 locations, 4,500 employees and 15 human resources professionals. Additionally, Howell served as acting vice president for 18 months, providing oversight for the human resources function that supported a $2 billion business unit, 200 locations, 8,500 employees and over 45 human resources professionals.

    Howell has a Bachelor of Arts in education from Wittenberg University.

    Cliff Greenblatt is ASRC Federal general counsel and chief compliance officer. Greenblatt has responsibility for all legal aspects of the ASRC Federal enterprise including Federal Acquisition Regulation (FAR) compliance, government contract claims and litigation, labor-related issues, and due diligence for mergers and acquisitions.

    Greenblatt brings over 25 years legal experience in the government services industry in areas ranging from conducting sales transactions, handling and resolving litigation and disputes, to managing intellectual property and assuring company compliance with federal procurement laws and regulations. He has been responsible for the legal representation of companies specializing in diverse technologies including systems engineering and integration, cyber, data analytics, space and intelligence missions and operations, and public safety.

    Prior to joining ASRC Federal, Greenblatt was vice president, general counsel and secretary for TASC, Inc. He served as an executive leader participating in company strategy planning and as a business partner with all levels of company management. He brings a successful history of handling and negotiating corporate transactions including mergers, acquisitions and financing, conducting due diligence, and preparing SEC filings.

    Greenblatt earned his bachelor’s degree from the University of Michigan and has law degree from Washington College of Law, The American University.

    Mike Molino is ASRC Federal executive vice president of corporate development. In this role, Molino leads the company’s mergers and acquisitions (M&A) strategy, ensuring effective capital deployment and strategy alignment.

    Molino has more than 15 years of industry experience in the areas of corporate strategy, M&A due diligence and integration, business development, market expansion, business strategy and financial management. Prior to joining ASRC Federal, he served as senior vice president of strategy and corporate development for Leidos.

    Prior to his career in the private sector, Molino served in the United States Army in a number of different logistics roles, guiding multiple project teams that successfully provided logistics support for deployment exercises, natural disaster relief and training programs. 

    Molino holds a Bachelor of Science degree from the United States Military Academy at West Point and an MBA from the Johnson School of Management at Cornell University.

    Mike Teegardin

    Mike Teegardin is ASRC Federal's executive vice president, corporate communications & public affairs. Teegardin has responsibility for the development and direction of ASRC Federal’s marketing and external communications initiatives, corporate branding strategies, philanthropy and community relations, and internal employee communications.

    Teegardin has more than 20 years’ experience in corporate, agency and government settings. He has proven expertise: including strategic planning, brand management, executive engagement, community outreach, public and media relations, M&A, social media, crisis readiness and response, government relations, internal communications, and change management.

    Prior to joining ASRC Federal, Teegardin was vice president of communications for BAE Systems – Intelligence and Security sector where he was responsible for developing and executing global marketing and communications, supporting a sector of approximately $2B in revenue and 7,000 employees. Before BAE Systems, Teegardin was an account director at Weber Shandwick public relations.  He served in Operation Iraqi Freedom as an intelligence analyst for the United States Army.

    Teegardin holds a bachelor’s degree in political science from the University of South Dakota and a master’s degree in communications from Purdue University.

    Elizabeth Malone is ASRC Federal executive vice president, business operations and risk management. Malone oversees the contracts, procurement and risk management functions. 

    Malone brings over 25 years’ experience in contract administration. Prior to joining ASRC Federal, she was vice president of contracts for two business units at URS with revenues exceeding $1 billion annually. Malone enforced regulatory compliance and successfully lead both contracts and subcontracts process initiatives to significantly improve business cycle times. She has supported government contracts throughout her career, taking on progressively challenging positions. In addition to contract administration, Malone has supported the development of business alliances, acquisitions, divestitures and due diligence activities.

    Malone has a Bachelor of Science in business administration from University of Massachusetts and a master’s certificate in government contract management from Villanova University.

    John F. Walsh III

    John F. Walsh III is ASRC Federal executive vice president, chief technology officer and chief information officer. As the CTO and CIO, Walsh oversees corporate IT strategy, business systems implementation and enterprise-wide technologies, offerings, and solutions. 

    Walsh has more than 20 years of industry experience leading large teams in the commercial and public sector markets, including successfully directing enterprise IT, technology transformations and professional services/managed services environments.

    Prior to joining ASRC Federal, he served as senior vice president and general manager for the Information Technology Solutions Market Segment at SAIC. In this role, he was responsible for the company's growth strategy, focusing on software, end-user services, cyber and digital infrastructure. John also served in a variety of roles at Computer Sciences Corporation (CSC) for more than 17 years, including CIO and CTO of CSC’s federal business and leading domestic and global IT-related P&L groups. 

    Walsh holds a bachelor’s degree in electrical engineering from the University of California at Los Angeles, a master’s degree in electrical engineering from San Diego State University, a Master of Business Administration from Pepperdine University and an executive leadership certificate from Cornell University. He currently serves on the Board Committees for Blood Services and Disaster Preparedness for the National Capital Region of the American Red Cross.

    Jacob Sapp is ASRC Federal executive vice president and chief administrative officer. As the CAO, Sapp’s responsibilities include leading enterprise-wide optimization initiatives to improve execution and financial performance, strategic pricing, program transitions, quality and continuous improvement, facilities and safety.

    Sapp is a certified public accountant with over 15 years of experience in business operations. Prior to joining ASRC Federal, he was vice president of business operations for two business units at URS with revenues nearing $2B annually on domestic and international programs. There he was responsible for finance and business operations, as well as pricing and execution strategy on strategic captures.

    Sapp has a bachelor’s in business administration and an MBA in project management from the University of Mary Washington.

    Laura Braksator is ASRC Federal’s senior vice president, corporate business development. Braksator leads enterprise-wide business development activities to drive organic growth and profitability for the organization. She provides oversight for pipeline health, growth-related policies, processes and tools, capture excellence, bid solutioning and proposal management. Braksator previously served as senior vice president of business development for ASRC Federal’s Infrastructure Support and Professional Services (ISPS) and Information Systems and Technology (IS&T) operating groups.

    Braksator has over 20 years’ experience in the federal government market space including over 12 years of executive business development expertise in the services and technology solutions focus areas. She has lead market and portfolio development and strategy as well as teams performing new business capture, pipeline planning and management, corporate integration and restructuring, and private equity acquisition and sale.  

    Prior to joining ASRC Federal, Braksator served as vice president of business development at Vencore, where she led a team responsible for growing civil and DoD portfolios.  

    Braksator holds a bachelor’s degree in psychology from Lock Haven University and a master’s degree in business administration from La Salle University. She is a member of Women in Homeland Security (former board member), INSA and AFCEA.

    Charlie Bengston is ASRC Federal's Engineering, Aerospace and Mission Systems operating group president. Joining the ASRC Federal family of companies in 1998, Bengston has contributed to the growth of ASRC Federal since its inception. In his current role, he provides strategic direction and drives the growth for his group. Bengston’ s group includes geographically dispersed contracts that provide a broad range of services to civil, intelligence and defense agencies focused on providing applied research, design, development, systems engineering, system integration, analysis, test, evaluation and satellite operations.

    Bengston has over 25 years’ experience in the aerospace industry with first-hand knowledge of the complete satellite mission end-to-end life cycle – from system concept development and requirements definition to pre-launch planning and launch support through satellite and data operations.

    Bengston has a bachelor’s in aerospace engineering from the University of Maryland and currently serves on the Maryland Space Business Roundtable (MSBR) board of directors.

    Jason Nichols is president of ASRC Federal’s Infrastructure Support and Professional Services operating group. In this role, he provides strategic direction, operational oversight and drives growth for the group. Nichols supported the group previously from 2014 to 2018 as vice president of business development and has been instrumental to the operating group’s expansion and growth into new customers and markets.

    During his tenure with ASRC Federal, Nichols served in a variety of roles including senior vice president, corporate business development where he led enterprise-wide business development activities to drive organic growth and profitability for the organization.  
    Prior to joining ASRC Federal in 2014, Nichols served as director of business development for a division of Lockheed Martin where he led a team responsible for growing energy and mission services portfolios. 

    In 2019, Nichols served as ASRC Federal’s representative on the American Heart Association’s Executive Leadership Team. 

    Nichols holds a bachelor’s degree in marketing from Clemson University.

    Greg Blue

    Greg Blue is the interim president for the Information Systems and Technology (IS&T) operating group at ASRC Federal. Greg is responsible for programmatic and technical oversight for the operating group, which focuses on delivering mission-enabling IT, data analytics and business solutions to federal agencies in the national security and defense, health, intelligence, and civil markets. 

    Blue joined ASRC Federal in 2013 and previously served as the senior vice president, business operations and pricing, where he was focused on strategic pricing, financial functions, and project control on active contracts. Prior to joining ASRC Federal, Blue was a CPA with Ernst & Young providing both consulting and auditing services in the commercial and government sectors.  

    Blue holds a bachelor’s degree in Accounting from Salisbury University and a Master of Business Administration degree from the University of Baltimore/Towson University.

    Scott Altman is senior vice president of civil operations for the ASRC Federal Engineering, Aerospace and Mission Systems (EAMS) operating group. Altman is responsible for the group’s financial and technical performance, providing leadership in setting and executing operating plans and delivering on commitments to NASA, NOAA and FAA customers.

    Prior to joining the ASRC Federal family of companies in 2010, Altman had a distinguished career with NASA and the Navy. The former astronaut and 2018 Astronaut Hall of Fame inductee is a veteran of four space flights, logging over 51 days in space. He also logged more than 7,000 hours in over 40 types of aircraft and was awarded the Navy Air Medal for his role as a strike leader flying over Southern Iraq in support of Operation Southern Watch. Altman also served as chief for the Astronaut Office and as NASA Headquarters deputy director, Requirements Division of the Exploration Systems Mission Directorate.

    Altman received his bachelor’s degree in aeronautical and astronautical engineering from the University of Illinois, and was commissioned as an Ensign in the U.S. Navy in August 1981. He holds a master’s degree in aeronautical engineering from the Naval Postgraduate School.
